Meet the Director
James Barnes began as Internal Performance Auditor with Hillsborough County in April 2007. He is a Certified Internal Auditor and Certified Government Auditing Professional, and has almost 30 years of experience in assessing and reporting on the performance of federal, state and local governmental agencies and contractors. In addition, he has taught training courses and classes in auditing, management and oral and written communications.

Before becoming the Internal Performance Auditor for Hillsborough County, Barnes performed audit management functions for the Florida Department of Health Inspector General’s Office in Pensacola; the Texas Attorney General’s Office in Austin, TX; the U.S. Department of Health and Human Services in Dallas, TX; and the U.S. Government Accountability Office in Atlanta, GA, Bangkok, Thailand, and Washington, D.C.
